The footage, which was taken in an eastern suburb of Damascus that was attacked by the Syrian army, has been condemned by Human Rights Watch. The rebels are using captives — soldiers, Assad supporters, and women — to deter future airstrikes on residential areas and markets. Local media reports that the plan is to distribute 1,000 cages in public places that have been bombed before.
